If there is no pre-load period, the option will become available upon the games release. Pre-purchase titles work the same way, however, the option to add the game to your Epic account will become available when the game first goes to pre-load. But it's a different story if you want to stick with SteamOS. If, for some reason, you flashed Windows to your Steam Deck, installing the Epic Games Store is not a problem at all.
